There are also finisher animations you can unlock using RPs, and most upgradeable weapons usually take about 30 to 50 RPs to fully upgrade them. It usually takes 10 RPs to unlock an upgrade level, and certain weapons have up to 4 upgrade levels, so if you want to fully upgrade your weapon skins, you will need to have enough RPs to unlock multiple levels for each weapon skin.

RPs are used for the purpose of unlocking these upgrades, so even if you purchase the weapon skins with VPs, you will still need RPs to upgrade them.
